The Offline HTMLHelp.com Validator is an offline version of the WDG HTML
Validator. It checks the syntax of HTML and XHTML documents using an
SGML/XML parser.
Changes:
This version fixes a bug where single quotes weren't accepted around the
DOCTYPE's formal public identifier.
